What is Takamul?

Takamul is a national innovation support program developed and operated by the Abu Dhabi Technology Development Committee (TDC). The program is created to facilitate the integration of each stage of the innovation cycle, from the generation of ideas to the practical and commercial application of these ideas into products, solutions and services.

One aspect of Takamul is the provision of legal and financial support for international patent filings at the United States Patent Office (USPTO) and Patent Cooperation Treaty (PCT)

What is the Abu Dhabi Technology Development Committee (TDC)?

The Abu Dhabi Technology Development Committee (TDC) was established in 2009 to encourage, support and supervise the development of Science, Technology and Innovation (STI) in the Emirate of Abu Dhabi, United Arab Emirates (UAE). It functions as a multi-stakeholder government coordinating body interfacing between the government, business and academia to realize the Abu Dhabi STI vision in building a sustainable and diversified knowledge economy, well integrated into the global ecosystem.

What does Takamul support?

Takamul provides support to inventors in protecting and commercializing their technologies, which will help accelerate the goals as set out in the Abu Dhabi 2030 Economic Vision. Takamul currently provides financial and legal support in the filing of international patents (US and PCT) for UAE inventors, institution, companies and individuals. Takamul also provide commercialization support which includes engaging inventors and their inventions with the market and industry.

Who is eligible to receive support under Takamul?

Three groups are eligible for support under Takamul:

  • UAE-based academic Institutions;
  • UAE-based commercial organizations; and
  • Individuals who hold a valid United Arab Emirates passport and currently residing in the UAE.

How much support does Takamul provide?

Takamul provides a different amount of support on a reimbursement basis depending on which eligibility group you fall under. A successful applicant to Takamul will receive the lower of the:

  • Percentage cap applied to the actual costs incurred by the Applicant; or
  • The actual financial cap applicable.

What can the support be used for?

Takamul has been set up to reimburse a percentage of the costs for the filing and prosecution of patent applications at the United States Patent Office (USPTO).

What is the process for obtaining support?

You must first fill in an application form. This sets out what you are intending to seek support for. TDC will consider your application and will invite you for an interview to discuss your application with you. Based on your application and the interview, TDC will decide whether to support your application.

How, when and where will the interview with TDC be carried out?

The interview will be conducted by TDC with the inventor of the invention disclosed in the application form.The interview will:

  • Be scheduled at a mutually acceptable time to both parties (within four weeks of submission of the application form to TDC (unless otherwise specified);
  • Take place during usual working hours in Abu Dhabi on a day that is not a weekend or public holiday; and
  • Take place at the offices of TDC (unless otherwise specified).

Does Takamul provide legal advice?

Takamul does not provide legal advice. Takamul however will reimburse you when you need to pay for the costs of obtaining legal advice related to filing a patent from an independent expert practitioner such as patent attorney.

What is the difference between a wholly owned invention and a partially owned invention?

For the purposes of Takamul, a wholly owned invention is one that has been created entirely by the applicant and submitted to Takamul.

However, Takamul recognizes that research is frequently undertaken on a collaborative basis. The collaborator may not be eligible under Takamul. Consequently, Takamul is prepared to support the element of the invention that has been carried out by an eligible party. Takamul deems that if an eligible and a non –eligible party jointly own a patent application, that the eligible party should receive 50% of the amount otherwise reimbursable.

Does TDC agree to keep my disclosure confidential?

Yes, all disclosures to TDC are confidential.

TDC agrees in the terms and conditions that except where it would be otherwise unlawful to do so, to keep confidential:

  • Technical and commercial information relating to an invention(s) disclosed:
    • In an application form;
    • During the course of an interview; or
    • As part of or in connection with the process of assessing or reimbursing financial support for the invention disclosed

What should I do if I have more than one invention for which I would like to receive financial support?

For every invention for which you wish to receive financial support, you must file a new and separate application form. Takamul will not consider any application form that seeks to obtain financial support for more than one invention.

What do I have to do to receive the financial support?

Once you have been approved by Takamul, you should begin the process of filing your patent application. Once you have received a patent filing receipt and have received an invoice that you have paid, you can begin the process of seeking reimbursement from Takamul.

In the first instance, you should submit the patent filing receipt, the invoice and evidence of payment to Takamul. At that time, you must then wait for confirmation from Takamul that the amounts requested shall be reimbursed.

I am a non-national resident of the UAE who has an invention. Am I eligible to receive support from Takamul?

Takamul provides support for inventors of all nationalities who are either attending or working for a UAE academic institution, UAE research institution or a UAE-based company.

I am a non-national residing outside of the UAE who has an invention. Am I eligible to receive support from Takamul?

Currently, Takamul provides support for inventors who are either attending or working for a UAE academic institution, UAE research institution or a UAE-based company.

I am a UAE national residing outside of the UAE who has an invention. Am I eligible to receive support from Takamul?

Currently, Takamul provides support for inventors who are based in the UAE.
